Android-Leo refuses to wash/refresh itself

Hello

I bought a leo on ebay 2 or 3 years ago. Android was on it, so I had nothing to do with flashing.
Just used leo til now, but now its so slooooow with everything that I can throw it away or refresh it somehow (wanna do this thing what was called „hardreset" on xda flame with this android-leo with result: clean n fast phone with the same operation system (can`t see a reason why to change to another android, now. Cos I have many other construction areas).
So I press leos power button and the „neu starten/reboot" menu, then „recovery", but its just making a normal restart (Choosing „bootloader" its the same: normal restart).
When I go in the settings menu, then „Sichern & Zurücksetzen", then „auf Werkszustand zurück" it does a normal restart again.

Cos I don`t know which is important, so I just type a bit what I can read in „Einstellungen" bout this leo:
Modellnummer: NexusHD2
Android-Version: 4.0.4
Baseband-Version: 15.42.50.11U_2.15.50.14
Kernel-Version: 2.6.32_tytung_ics_r3.6 tytung@ubuntu #300 Sat Nov 15:53:34 CST 2012
CyanogenMod-Version: 9.1.0-stable-leo
Build-Datum: Thu Feb 28 17:24:57 CST 2013
Build-Nummer: IMM76L (NexusHD2-ICS-CM9-HWA v.2.9a) (DataOnEXT)

Restarting leo there is MagDLR v1.13 n so on.

I think it was cleaned when I got it (it looked like cleaned), so there have to be a way to do it again?
Can someone help me with this leo friend, please? Where is this hided way to get it clean?

I would like it when leo would speak english like my PC and tc1100, too. Is there an easy way to do this now while cleaning it (change the language?)?
