debootstrap on my Android?

I am trying to install Debian on my Samsung Galaxy Tab S following the instructions in How to run Debian or Ubuntu GNU/Linux on your Android and has come to the part where I should be Creating the Debian root file system and for which one of the commands to my tablet is

However there is no command

at my tablet and I cannot find a way to install it.

So have I misunderstood something or is there a way of installing debootstrap at an Android?
